Name of the Post : Secretary, DARE-cum-Director General,
Job Description
In the capacity of Secretary. Department of Agricultural Research & Education, she/he is the principal officer advising the Government on all policy matters relating to agricultural research and education. The incumbent, in his capacity as Director General, ICAR, heads the apex national organization for conducting and coordinating research and education in agriculture including animal sciences and fisheries. The ICAR has more than 100 institutes located all over the Country. Besides. she/he also plays a major role in guiding, coordinating and monitoring higher education and research in agriculture through the State Agriculture Universities.
Skills and Competencies
The person is expected to have the following:-
- (a) Outstanding scientific achievement to his/her credit in the field of agriculture.
- (b) Record of successful administration and management of science preferably of agricultural research at a higher level.
- (c) Modern and forward looking approach with broader scientific perspective particularly in the field of agricultural research.
- (d) Vision and proven leadership qualities to communicate and inspire confidence of scientists and administrators.
- (e) Initiative and innovative abilities.
- (f) Wide perspective and understanding of global issues.
- (g) Experience of Interaction and International organizations.
Eligibility
Age Limit : 57 years as on 1st January 2016.
Educational Qualifications and Experience:
- The person is expected to have a Ph.D. degree in agriculture or allied sciences.
- He should have at least 25 years experience in the field of agricultural research/education, out of which at least 5 years experience should be in research management position.
- The person should be in the pay scale of Additional Secretary to the Government of India if employed under Government or in the scale of Vice-Chancellor of a University in UGC pay-scales or in an equivalent pay scale if employed in University.
Emoluments
The post carries emoluments and perks and privileges as admissible to Secretary to the Government of India.
