Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the number of allopathic doctors who have registered with State medical councils and Medical Council of India (MCI) during each of the last three years and the current year, State- wise;

(b) whether India's doctor patient ratio continues to remain dismal despite availability of more doctors and nurses over the previous years, if so, the details thereof and the reasons therefor;

(c) whether India continues to retain its position as the world's top supplier of expatriate doctors to 34 member countries of the Organization for Economic Cooperation and Development (OECD);

(d) if so, the details thereof indicating the number of doctors, nurses and other healthcare professionals migrated to other countries during the said period; and

(e) the steps taken/being taken by the Government to provide adequate facilities to doctors, so that they do not migrate to other countries?

ANSWER THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI JAGAT PRAKASH NADDA)

(a): The details of doctors newly registered with State Medical Councils /Medical Council of India during each of the last three years and current year is as given at w.

(b): As per information provided by MCI there are total 9,59,198 doctors registered with the State Medical Council/Medical Council of India as on 3oth June, 2015. Assuming 80% availability, it is estimated that around 7.67 lakh doctors may be actually available for active service. It gives a doctor-population ratio of 1:1681. Besides there are 6.77 lakh Ayurveda, Unani and Homeopathy (AUH) doctors in the country. If the allopathic and AUH streams are considered together, it gives a doctor population ratio of 1: 893.

As informed by Indian Nursing Council (INC), 7,89,796 Auxiliary Nurse Midwives (ANM) and 17,93,337 Registered Nurse & Registered Midwives (RN&RM) are registered in the country. Assuming 80% availability of ANMs and 60% of RN&RMs, 17.08 lakh Nurses may be currently available in the country, which would give a Nurse population ratio of 1:731.

(c) & (d): The Government is aware that doctors, nurses and other health professionals migrate to other countries either for pursuing higher studies or for employment. No such data is maintained centrally. However, MCI issues Good Standing Certificate to Indian doctors who wish to serve abroad. The number of Good Standing Certificates issued by MCI during 01.01.2015 to 30.11.2015 is 1416.

(e): In order to stop migration of doctors working under Government sector, the following steps have further been taken by the Central Government: 

I. All Postgraduate medical qualifications from the five English speaking countries (US, UK, Canada, Australia and New Zealand) have been recognized for practice in India. PG and UG degrees, when both are obtained from these five countries have also been recognized.

II. Pay and allowances of doctors have been enhanced considerably after implementation of the 6th Central Pay Commission.

III. Enhancement of age limit for appointment/extension/re-employment against posts of teachers/dean/principal/director in medical colleges from 65-70 years.

IV. Assured Promotion Scheme for faculty of Central Government Institutions has been revised to make it more beneficial.
V. Various allowances available to faculty like Non Practising Allowance, Conveyance Allowance, Learning Resource Allowance, etc. have been enhanced considerably.
