Applications are invited from eligible candidates for filling up of 346 existing vacancies in the rank of Sub-Inspector of Police (UB) (including 62 SI (UB) exclusively for Special Branch) in the pay scale of Rs. 5200-20200 (Pay Band No. 2) plus Rs. 3300 grade pay plus other allowances as admissible under the rules and 27 posts (only male) of Assistant Jailors in Department of Prisons in the existing pay scale plus Grade Pay of the rank. ELIGIBILITY CRITERIA FOR SUB-INSPECTOR :-
Age Limit:
Candidate should not be more than 24 years and less than 20 years of age as on 1st July, 2015.
Educational Qualification : The candidate must be a graduate in Arts, Science, Commerce or equivalent stream from a recognized College / Institutions affiliated to a recognized University.

Candidates must not have knock knee, flat foot or squint in eyes and they should possess high colour vision. Colour blindness will be a disqualification. Varicose veins shall be considered a temporary disqualification. They must be in good mental and bodily health. They must be free from any physical deformities and free from diseases such as diabetes, hypertension, hernia, piles, heart diseases, respiratory diseases or any other ailment that is likely to interfere with the efficient performance of duties. Eye sight – the distant vision should be 6/6 for at least one eye and not poorer than 6/9 for the other without correction. Near vision should be normal.
ELIGIBILITY CRITERIA FOR ASSISTANT JAILOR :-
Age Limit :

(a) Degree in Arts/ Science/ Commerce of recognized University.
(b) Desirable:
(i) Diploma in the fields of Criminology and Correctional Works.
(ii) ‘A’/’B’/’C’ Certificate of Membership of the National Cadet Corps (in case of candidates other than Ex-Servicemen).
(iii) Diploma in computer Application.
Height (Minimum).
Male: (a) Not less than 162.5 centimeters (5 feet 4 inches), relaxable to 160 centimeters (5 feet 3 inches) in case of a candidate belonging to a Scheduled Tribes; and
(b) Of chest measuring not less than 81 centimeters (32 inches) when deflated.
General : Candidates must not have squint in eyes, and they should possess high colour vision. Varicose vein shall be considered a temporary disqualification. They must be in good mental and physical health. They must be free from any physical deformities and free from diseases such as diabetes, hernia, piles, respiratory diseases or any other ailment that is likely to interfere with the efficient performance of duties.

Additional weightage of marks will be given for Extra-Curricular activities & Skills, based on certificates.
How to Apply :
Applications must be submitted online through Assam Police website www.assampolice.gov.in . No other forms of application will be entertained. A facilitation centers will be opened at the offices of the District Superintendent of Police in each district with a staff to help the candidates in submitting online application. 2 ) Candidates will be allowed to give preferences at the time of applying online for either of the three categories of posts . a) District Executive Force or b) Special Branch Organization c) Assistant Jailor. A candidate can also give preference for all the post. However, the decision of the authority will be final. There is no application fee.
Selection Process :
Candidates whose applications are found correct in all respects will be called for a written test which will be conducted in all the District Headquarters. The candidates will have to appear for the Written Test in the district of his / her present residential address. The Chairman reserves the right to change the venues of the test and no representation etc. will be entertained in this regard. Before entering the examination centre, biometrics of each candidate will be done.
The written test will be of 100 marks and will be completely OMR based. There will be 100 questions and each question will be of 1 (one) mark. There will be negative marking of ½ mark for each wrong answer. The questions will be set in three parts (i) Logical reasoning, aptitude, comprehension (ii) Matters relating to History and Culture of Assam and India and (iii) General Knowledge. Candidates will use black ball pen to answer the OMR based answer sheet. Duration of the test will be of 3 (three) hours
Candidates numbering only 5 times the number of posts in respect of each category (Unreserved, S.T. (P), S.T.(H), OBC/MOBC) both male & female will be called for PST (Physical Standard Test) and PET (Physical Efficiency Test) on merit basis. A list will be published in the Assam Police Website as well as in leading dailies of Assam.
Testimonials / Documents to be submitted when appearing in PST / PET : The candidates should bring a set of attested photocopies along with the originals of the following documents / materials for verification by the Selection Committee on the date of PST / PET. Candidates failing to bring the originals will not be considered for such qualifications as claimed by him/her and no further rectifications will be entertained after the test date.
- Certificate of proof of age. (H.S.L.C. / equivalent Admit Card)
- Certificate of HSLC or equivalent examination.
- Certificate of Graduation (BA / BSc / BCom or equivalent) ( pass certificate as well as mark sheet in original)
- Certificate of additional qualification such as Degree / Diploma Certificate from recognized / accredited institute etc. ( pass certificate as well as mark sheet in original)
- Certificate of Sports / Games etc. (For which the candidate would be claiming weightage of marks)
- Experience of service in Home Guards and Certificates of NCC including certificate of medals / Republic Day Participation Certificate etc.
- Certificate of Caste from the competent authority in respect of the candidates belonging to ST (P) / ST (H) / SC / OBC & MOBC.
- 2 (two) copies of recent passport size photographs which was uploaded in the online application.
- The candidates who have applied for the posts of Assistant Jailor, in addition to the above documents, shall have to produce the certificate of good character before the Selection Board from:
a) The head of Institute in which he studied last, and
b) Two respectable persons who are well acquainted with but not related to the candidate.
Scrutiny of Documents :-
All the original documents along with a set of photostat copies of the documents will be checked before the qualified candidate is allowed to appear in the PST and PET as per the given eligibility criteria. Rejections will be made at every stage of the interview. Candidates who are rejected will be given rejection slips specifying the reason of rejection. Submission of any incorrect information or forged document at any stage will lead to disqualification of the candidate and may also render him / her liable to criminal prosecution. Original documents of a candidate may be put to check at any later stage of the recruitment process also. All the photostat copies submitted by the candidates will have to be duly certified by a gazetted officer with seal of office and also self attested by the candidate.

Physical Efficiency Test :- 40 Marks
The Physical Efficiency Test will carry 40 marks. it will have 2 (two) events viz.
- a) 3.2 Km race for male candidates /1.6 Km race for female candidates.
- b) Long Jump – for male 335 cm (minimum) / for female 244 cm (minimum), 3 chances (longest will be considered).
Male candidates:
a) Race : Those who qualify in the PST will be subjected to 3.2 Km race to be completed within 15 minutes (900 seconds). Maximum qualifying time 15 min (900 seconds).
b) Long Jump : Minimum 335 cm for long jump (3 chances to be given and the longest valid jump rounded off to the nearest cm will be considered for awarding marks).

Award of marks for 3.2 km Race.
Time taken 600 Sec. (10 min) or less : 20 marks
For the next 30 Sec. of time taken, marks will decrease at the rate of 0.08 marks per second.
Thus, for 630 Sec. or less but more than 629 Sec. : 17.6 marks
For the next 40 Sec. of time taken, marks will decrease at the rate of 0.06 marks per second.
Thus, for 670 Sec. or less but more than 669 Sec. : 15.2 marks
For the next 60 Sec. of time taken, marks will decrease at the rate of 0.04 marks per second.
Thus, for 730 Sec. or less but more than 729 Sec. : 12.8 marks
For the next 60 Sec. of time taken, marks will decrease at the rate of 0.03 marks per second.
Thus, for 790 Sec. or less but more than 789 Sec. : 11 marks
For the next 50 Sec. of time taken, marks will decrease at the rate of 0.02 marks per second.
Thus, for 840 Sec. or less but more than 839 Sec. : 10 marks
For time more than 840 Sec. (14 min) but less than 900 Seconds . : 8 marks.
No marks will be awarded for time more than 900 Seconds.
Long Jump - 335 cm (minimum), 3 chances (longest will be considered)
Award of marks for Long Jump
For less than 335cm no marks will be awarded. A valid jump of 335cm is the minimum qualifying level.
Marks for 335cm : 10 marks
For the next 65cm, marks will increase at the rate of 0.04 per cm.
Thus, marks for 400cm : 12.6 marks
For the next 50cm, marks will increase at the rate of 0.06 per cm.
Thus, marks for 450cm : 15.6 marks
For the next 30cm, marks will increase at the rate of 0.08 per cm.
Thus, marks for 480cm : 18 marks
For the next 20cm, marks will increase at the rate of 0.10 per cm.
Thus, marks for 500cm : 20 marks
No extra marks will be awarded for jump of more than 500 cm (16 ft 5 inch approx)
Female Candidates.
a) Race : Those who qualify in the PST will be subjected to 1600 mtrs. race to be completed within 8 minutes (480 seconds). Maximum qualifying time - 08 min (480 sec).
b) Long Jump : Minimum 244 cm for long jump (3 chances to be given and the longest valid jump rounded off to the nearest cm will be considered for awarding marks).

Award of marks for 1.6 km Race:
Time taken 330 Sec. (5 min 30 seconds) or less : 20 marks
For the next 30 Sec. of time taken, marks will decrease at the rate of 0.1 marks per second.
Thus, for 360 Sec. or less but more than 359 Sec. : 17 marks
For the next 30 Sec. of time taken, marks will decrease at the rate of 0.08 marks per second.
Thus, for 390 Sec. or less but more than 389 Sec. : 14.6 marks
For the next 30 Sec. of time taken, marks will decrease at the rate of 0.06 marks per second.
Thus, for 420 Sec. or less but more than 419 Sec. : 12.8 marks
For the next 40 Sec. of time taken, marks will decrease at the rate of 0.05 marks per second.
Thus, for 460 Sec. or less but more than 459 Sec. : 10.8 marks
For the next 20 Sec. of time taken, marks will decrease at the rate of 0.04 marks per second.
Thus, for 480 Sec. or less but more than 479 Sec. : 10 marks
For time more than 480 Sec. (8 min) no marks will be awarded. 480 Sec. is the qualifying time for this test.
b) Long Jump - 244 cm (minimum) , 3 chances (longest will be considered)
Award of marks for Long Jump:
For less than 244 cm no marks will be awarded. A valid jump of 244 cm is the minimum qualifying level.
Marks for 244 cm : 10 marks
For the next 45 cm, marks will increase at the rate of 0.04 per cm.
Thus, marks for 289 cm : 11.8 marks
For the next 30 cm, marks will increase at the rate of 0.06 per cm.
Thus, marks for 319 cm : 13.6 marks
For the next 30cm, marks will increase at the rate of 0.08 per cm.
Thus, marks for 349 cm : 16 marks
For the next 40 cm, marks will increase at the rate of 0.10 per cm.
Thus, marks for 389 cm : 20 marks
Marks for a valid jump of more than 389 cm : 20 marks.
PROFICIENCY IN COMPUTERS - Max Marks – 20 (twenty)
A. (i) Master of Computer Application (MCA) - 10 (ten) marks
(ii) Bachelor of Computer Application (BCA) - 07 (seven) marks
(iii) 2 (two) years Diploma from any Govt. / UGC recognized / accredited Universities / Institutions. - 06 (six) marks
(iv) 1 (one) Year Diploma from any Govt. / UGC recognized /accredited Universities / Institutions - 04 (four) marks
(v) Minimum 6 (six) months course in Computers from any Govt. / UGC recognized / accredited Universities / Institutions - 02 (two) marks
Field Practical (Practical test of each candidate on computer) - 10 (ten) marks.
EXTRA CURRCULAR ACTIVITIES :- 20 marks
20 (twenty) will be the maximum marks that a candidate can score in this category.
NATIONAL CADET CORPS (NCC) - Max Marks – 05 (five)
(i) NCC ‘C’ Certificate + Attended Republic Day Camp (At Delhi) - 05 (five) marks
(ii) NCC ‘C’ Certificate - 04 (four) marks
(iii) NCC ‘B’ Certificate + Attended Republic Day Camp (At Delhi) - 04 (four) marks
(iv) NCC ‘B’ Certificate - 03 (three) marks
(v) NCC ‘A’ Certificate + Attended Republic Day Camp (At Delhi) - 03 (three) marks
(vi) NCC ‘A’ Certificate - 02 (three) marks
(vii) Attended any NCC Camp (with Certificate) - 01 (one) mark
(B) HOME GUARDS - Max Marks – 05 (five)
(i) Home guards who have completed advanced training and are deployed as armed home guard for a period of 4 (four) years or more. - 05 (five) marks
(ii) Home guards who have completed the advanced training and are deployed as armed home guard for a period more than one year but less than 4 years. - 04 (four) marks
(iii) Home guards who have completed basic course with refresher training and on duty as home guard for a period of 4 (four) years or more. - 03 (three) marks
(iv) Home guards who have completed the basic training and deployed as home guard continuously for a period of more than 2 (two) years but less than 4 (four) years. - 02 (two) marks
(v) Home Guards who have completed the basic training and deployed as Home Guard continuously for a period of more than 1 (one) year but less than 2 (two) years. - 01 (one) mark
(C) SPORTS - Max Marks – 05 (five)
(i) Represented India in International events recognized by the International Olympic Association in any discipline and received medals. - 05 (five) marks

(iii) National level Sports person who represented the State in any discipline recognized by the Indian Olympic Association and received medals. - 04 (four) marks

(v) State level Sports person who represented District in State Level Competition and won medals. - 02 (two) marks

(E) EXTRA ACADEMIC ACHIEVEMENTS :- Max 5 marks.
(i) 2nd Div / more than 50% marks in BA / BSc / BCom / or equivalent in aggregate. - 01 (one) mark
(ii) 1st Div / more than 60% marks in BA / BSc / BCom / or equivalent in aggregate. - 02 (two) marks
(iii) Additional Degrees – MA / MSc / MCom / LLB / LLM / BTech / Degree in Engineering / MBBS / BDS - 03 (three) marks
PERSONALITY TEST / INTERVIEW :- 20 Marks.
The maximum marks that a candidate can obtain will be 20. Those candidates who qualify for PST & PET will appear for a personality test which will carry 20 marks.

(i) Based on the aggregate performance of the candidates in the written test (Paper – 1 &Paper – 2), Physical Test and Interview, selection will be made categorywise for the post of Sub-Inspector (UB) and Assistant Jailor, subject to the condition of successful completion of their character and antecedents verification and satisfactory Medical report from the competent authorities. The total numbers of finally selected candidates will be equal to the numbers of the existing vacancies advertized. No waiting list will be maintained.
(ii) The candidates who are employees of Govt. / PSUs / Autonomous bodies must apply through proper channel or obtain necessary permission in writing from the Competent Authority / Employer and a copy of the same may be produced during scrutiny of documents before PST / PET.
(iii) On selection, candidates will be put through a prescribed course of training for 1 (one) year at the Assam Police Training College, Dergaon which includes regular physical training and class room session. During the period of training, they will be treated as probationary SI of Police and will be entitled to get usual pay and other allowances. Those who fail in the final examination after completion of training at the Police Training College or are involved in gross misconduct or indiscipline will be liable to be discharged forthwith without assigning any further reason. In case of Assistant Jailors, they will have to undergo training at such venue & for such duration as may be
decided by the Govt.
(iv) Only candidates who obtain atleast 10 marks out of 20 marks in computer proficiency would be considered for appointment against Special Branch SIs.
(v) Candidates selected for the post of Sub-Inspectors (UB), Special Branch shall be posted in the Special Branch works like Intelligence, Security to VVIPs and Special Ops. They may also be posted in the District Special Branches (DSBs). These Candidates shall not have any claim for posting in any Uniformed Wing / Other Wing of Assam Police in future.
The Final Merit List will be prepared with the following criteria :-
- 1) Written Exam - 50% - 100 marks
- 2) Extracurricular Activities - 10% - 20 marks
- 3) Computer Proficiency - 10% - 20 marks
- 4) Physical Efficiency Test (PET) - 20% - 40 marks
- 5) Interview / Personality Test - 10% - 20 marks
Total - 200 marks.
There will be only ONE merit list for each category i.e. Unreserved /SC /ST(P) / ST(H) /OBC /MOBC, separately for male and female for the entire State. There shall be no waiting list prepared.
