Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:

(a) whether the Government has taken note of the acute shortage of teachers in primary and upper primary schools in the country and if so, the details thereof, Statewise including Telangana along with reasons therefor;

(b) the number of teachers sanctioned/ filled required for primary and upper primary schools in the country during the last two years and the current year, Statewise including Telangana; and

(c) the steps taken/being taken by the Government to address the vacancies in primary and upper primary schools in the country particularly in rural areas?

(a) & (b): Under Sarva Shiksha Abhiyan (SSA) which is a centrally sponsored scheme implemented to support the States/UTs for universalization of elementary education across the country, a total of 19.48 lakh teacher posts have been sanctioned to ensure the pupil-teacher ratio, as stipulated in the Right of Children to Free and Compulsory Education (RTE) Act, 2009. Out of these 15.59 lakh teacher posts have been filled up as on 31st August, 2015. The State-wise vacancy position of teachers including Telangana in primary and upper primary schools is at Annexure- I (Table A & Table B). The State-wise details of posts of teachers sanctioned/ filled in primary and upper primary schools including Telangana during the years 2013-14, 2014-15 & 2015-16 are at Annexure- II, Annexure- III and Annexure- IV, respectively.

(c): Central government regularly takes up the issue of filling up of vacant teacher posts with the State government/UTs, which have the primary responsibility to fill up the posts.
