Applications are invited by Speed Post duly addressed only to the Registrar General, High Court (Appellate Side), Bombay ­ 400 032 from eligible candidates who fulfill the eligibility criteria on the date of publication of this advertisement, for preparing Select/Wait List of 41 candidates for the post of Marriage Counsellor, to be appointed in various Family Courts in the State of Maharashtra,

Eligibility Criteria

1 Qualification :­ A candidate for being eligible :
  • (a) Must have a Master’s Degree in Social Work and possess adequate knowledge of Marathi. 
  • (b) Must have experience of at least 2 years of Family Counselling gained after acquiring a Master’s Degree in Social Work. 
Note :­ (i) Preference will be given to Law Graduates.

2 Age Limit

(a) Must be below the age of 40 years as on date of Advertisement (45 years of age in case of candidate belonging to the communities recognised as Backward by Government for the purpose of recruitment)

Note :­ A candidate who claims as belonging to a Backward Class, must also produce a certificate from the prescribed authority to the effect that he/she belongs to a community recognised as Backward for the purpose of recruitment to service under the Government of Maharashtra.

(b) The upper age limit prescribed for recruitment is relaxed upto 45 years in case of physically handicapped persons in view of Government Resolution No. SRV 1077/3576/1433/16­A, dated 23.05.1978, if they are otherwise suitable and have the necessary capacity to perform the duties of the posts.

INSTRUCTIONS TO THE CANDIDATES

1. The Candidate shall submit the application (duly typed) by Speed­ Post only in the prescribed format attached herewith on or before 11.04.2016 together with duly attested copies of Certificates i.e. copy of 
  • (i) Certificate or proof of date of birth (Leaving/Birth Certificate/SSC)
  • (ii) Certificate of having passed the qualifying examination/degree.
  • (iii) Statement of marks obtained at the qualifying examination/degree.
  • (iv) Certificate of character certifying that he/she bears good moral character from two respectable persons whose names are mentioned in the application form (issued on or after publication of this advertisement) 
  • (v) A caste certificate from such authority as may be prescribed by the Government, wherever applicable.
  • (vi)Disability Certificate issued by the Civil Surgeon/Medical Superintendent of concerned District Government Hospital, if applicable.
  • (vii)Declaration of Small Family as appended to the format of the application form, Form “A”.
Note :­ 
  • a) The applications received by Hand­Delivery will not be accepted.
  • b) The Envelope containing application should specifically mentioned on the top as “APPLICATION FOR THE POST OF MARRIAGE COUNSELLOR”
2. The Candidate should not send any original documents/certificates at the stage of submitting application.

3. No male candidate who has more than one wife living shall be eligible for appointment to service under the Government of Maharashtra unless Government, after being satisfied that there are special grounds for doing so, exempts any persons, subject to the provision of any law in force from the operation of this restriction.

4. No female candidate who has married a person having already a wife living shall be eligible for appointment to service under the Government of Maharashtra unless Government after being satisfied that there are special grounds for doing so, exempts her from the operation of this restriction.

5. Applications which are not in the prescribed format or containing incomplete information or not fulfilling the eligibility criteria will not be considered.

6. No complaint/grievance shall be entertained or heard by the High Court for non­receipt of Call Letters due to postal delay.

7. The prescribed format of application is available on the web site of the High Court i.e. http://bombayhighcourt.nic.in

8. The High Court reserves the right to adopt appropriate method of shortlisting the candidates at any stage.

9. The candidates if called for interview will have to appear before the interview committee in the office of the High Court at Bombay for interview. No travelling allowance or any expenses shall be claimed by the candidate called for the interview. Appointment to the above posts of Counsellor will be initially on ad­hoc basis.

10. The eligible shortlisted candidates will be required to undergo for Interview.

11. The candidate, who is likely to be called for interview, must submit to the Registrar (Inspection­I), High Court, Appellate Side, Bombay, attested copies of the following certificates and originals thereof, at the time of interview :­
  • (i) Certificate or proof of date of birth (Leaving/Birth Certificate/SSC)
  • (ii) Certificate of having passed the qualifying examination/degree.
  • (iii)Statement of marks obtained at the qualifying examination/degree.
  • (iv)Certificate of character certifying that he/she bears good moral character from two respectable persons whose names are mentioned in the application form (issued on or after publication of this advertisement)
  • (v) A caste certificate from such authority as may be prescribed by the Government, wherever applicable.
  • (vi)Disability Certificate issued by the Civil Surgeon/Medical Superintendent of concerned District Government Hospital, if applicable.
  • (vii)Declaration of Small Family as appended to the format of the application form, Form “A”.
12. The schedule of interview is subject to change on account of any unforeseen events beyond the control of the office. Such change would be notified on the Notice Board of the office and published on the official web site of the High Court from time to time but would not be communicated individually.­

13. Any attempt direct or indirect, to influence the persons concerned with the selection of candidates will disqualify the candidates.

14. The selection/appointments will be made strictly in the order of merit on the basis of the marks secured by the candidates in oral interview.

15. The selected candidates will be placed by Government previous to their appointment, before a medical board and will not be appointed unless the board certifies them to be both mentally and physically fit for the service of Government.

16. The services of the Counsellors appointed in Family Courts are liable to be transferred in any of the Family Courts any where in Maharashtra. 

17. The Counsellors so appointed in the Family Courts shall be on probation for a period of 02 years which may be extended by the High Court from time to time as it may deem fit. On the expiry of such period, he/she may be continued if ­
  • (a) There is a permanent vacancy and
  • (b) his/her work is found satisfactory
During the period of probation and so long the appointment is temporary his or her services are liable to be terminated without notice and without assigning any reason. However, the appointed Counsellors to give one months notice or pay before leaving job.
