“Engagement of Advisor (Technical) in JERC for the State of Goa & UTs” Joint Electricity Regulatory Commission (for the State Goa & UTs), a statutory body constituted by the Ministry of Power, invites applications for the preparation of a panel of Advisors (Technical) as detailed below to be engaged as and when required:-
1. Scope of work for the Advisor ( Technical) in JERC for the State of Goa & UTs:-
1.1. Advice on all technical matters / technical analysis/ providing Engineering inputs pertaining to tariff, regulation or any other related matter arising out of the Electricity Act,2003
1.2. Preparation of concept papers/ Policy papers/ Expert comments in respect of the Communication received from the FOR /FOIR / SAFIR or any working group, Parliamentary/ legislative change Committee etc. in reference to the Electricity Act, 2003.
1.3. Any other work that may be assigned by the Chairman or the Member of the Commission.

Age Limit: Age of the applicant should not be above 65 years as on 30th November, 2016.
2.Educational Qualification: Degree in Electrical Engineering.
Experience:
The applicant should have served in the Power sector at Chief Engineer Level in the State Govt/ Administration of UT/PSUs. He/She should be familiar with the latest developments in the distribution, transmission, generation sectors and preferably their techno-economic impact and implementation across all the State Commissions.
Desirable:
Experience in the tariff determination in the Regulatory set up in the Power Sector involving power procurement, maintaining grid discipline, open access, operation and maintenance of Power Stations.
3. Remuneration shall be governed by the provision of Regulation 8 of the JERC (Appointment of Consultants) Regulations, 2009 and shall be commensurate with the qualifications and experience and other terms and conditions thereof.
4. Duration of contract:-
The advisor shall be engaged for a period of one year. The period of engagement may be extended/ curtailed, based on the satisfactory performance of the applicant.
5. Payment Terms:-
The Advisor shall be paid a lump sum monthly remuneration on completion of the month after deductions of tax at source as per the prevalent rules.
* In case of travel outside on an official tour duly approved by the Competent authority, expenses for the journey undertaken by the Advisor shall be reimbursed as Air (Economy class) / Train (II-AC) and other facilities shall be provided as per the entitlement of the officers to the level of a Director.
6. Termination of contract:-
The assignment may be terminated before its term by either employer or employee by giving one month’s notice or one month’s salary in lieu thereof. In case of disciplinary action, the condition of notice period shall not apply to the JERC.
The appointment made under this assignment shall be on purely contract basis for a limited period only. Such appointment shall not vest any right to claim for regular appointment or continued contractual appointment in the JERC.
Only short-listed candidates shall be called for an interaction with the Selection Committee for the purpose of appointment.
