(JOINT RECRUITMENT CELL)
FILLING UP OF THE POST OF EDITOR-IN-CHIEF CUM CHiEF EXECUTIVE, LSTV ON DEPUTATION/CONTRACT BASIS
Applications are invited from eligible Indian citizens for the post of Editor-in-Chief cum Chief Executive, LSTV in Lok Sabha Television Channel, as per details given below:
I. METHODS OF RECRUITMENT AND ELIGIBILITY:
A. Deputation: By selection from serving officers of Central/State Governments or Public Sector Undertakings/Autonomous Bodies: (i) holding analogous posts or having 03 years regular service in the Pay
Band: Rs. 37400-67000 (PBA) + Grade Pay: Rs. 10000 or equivalent (pre-revised) [Level 14 in the Pay Matrix (revised) (provisional)], and (ii) having 10 years experience in television or electronic media management.
No age limit has been prescribed for appointment by deputation. The period of deputation shall be initially for 2 years or up to the date of superannuation of applicant, whichever is earlier. The other terms and conditions of deputation will be in accordance with the instructions consolidated by DOPT vide their a.M. No. 6/8/2009-Estt.(Pay II) dated 17 June 2010 adopted by Lok Sabha Secretariat vide R&CS Order No. Misc. 87/2011 dated 04.02.2011.

B. Contract: By selection from amongst candidates: (i) having at least 15 years of experience in the field of media including 5 years in top managerial/editorial position; and (ii) having high professional standing and recognised expertise and experience in media related fields viz. management of a news channel, production of public-affairs/news-based programmes, coverage and live telecast of special events, marketing and revenue generation etc.
The terms and conditions for contractual appointment shall be as under:
(i) The period of Contract shall be initially for two years which may be extended, subject to satisfactory performance.
(ii) The maximum age limit for contractual appointment shall be 65 years as on closing date of the receipt of applications.
(iii) The incumbent will be extended the facility of health cover through mediclaim policy for which all expenses will be borne by the Lok Sabha Secretariat
(iv) The incumbent shall have to give one month notice or deposit an amount equal to one month remuneration if she/he wishes to terminate the contract.
(v) The services of the incumbent shall be terminated without notice in case her/his performance is found to be unsatisfactory.
(vi) The appointment shall not vest any right to claim regular appointment in Lok Sabha Television Channel/Secretariat or continued contractual appointment.
(Vii) The decision of Hon'ble Speaker, Lok Sabha shall be final in respect of all the matters not specifically provided for.
II. SCALE OF PAY/REMUNERATION/FEE:
(a) Deputation: HAG Scale of Rs. 67000-79000 (pre-revised) [Level 15 inthe Pay Matrix(revised)(provisionall]
(b) On contract: Consolidated remuneration (Fee) comparable with prevailing industry norms
III. No residential accommodation will be provided to the incumbent from Lok Sabha Secretariat Pool.
IV. SELECTION PROCEDURE:
Eligible candidates will have to appear for a personal interview before a Selection Committee constituted for the purpose. The candidates applying for either method of recruitment shall be considered together by the Selection Committee. Depending upon the suitability of the candidate, the terms of appointment shall be settled by way of either deputation or contract. The applicant, once selected, will not be allowed to withdraw his/her candidature subsequently. She/he will be required to join immediately.
V. HOW TO APPLY
(i) Eligible candidates may send in their curriculum vitae along with recent passport size photograph giving details, inter alia, Name, Nationality, Educational/Professional Qualifications, Experience, Date of Birth, Age, etc. along with a brief resume of their professional achievements and copies of certificates in support of age/qualifications/experience duly attested by a Gazetted Officer or First Class Magistrate.
(ii) Lok Sabha Secretariat shall have full discretion to fill up the post through either of the two methods (Deputation or Contract) as per the specific requirements and availability of the suitable candidate.
(iii) Canvassing in any manner would lead to summary rejection of candidature.
(iv) All particulars (except Residential Address) furnished by the applicant will be treated as final and no change will be allowed therein later on.

(vi) The applications of serving officers in the Central/State Governments or Public Sector Undertakings/Autonomous Bodies, should be forwarded through proper channel and accompanied by complete and up-to-date attested copies of Annual Confidential Reports for the last 5 years along with the following certificate:
CERTIFICATE
1. It is certified that the particulars furnished by the applicant are correct.
2. It is certified that no disciplinary/vigilance case is pending against the applicant and she/he is clear,from the vigilance angle.
3. Her/his integrity is certified.
4. It is certified that no minor/major penalties have been imposed on the applicant during the last ten years.
5. Copies of Annual Confidential Reports/Annual Performance Appraisal Reports for the last 5 years are enclosed.
6. It is certified that in the event of selection, the officer will be relieved of her/his duties immediately and she/he shall not be allowed to withdraw the candidature.

(vii) RIGHT TO CANCEL THE RECRUITMENT: Lok Sabha Secretariat reserves the right to cancel the above recruitment at any stage without any prior notice and without assigning any reason therefor.
(viii) RIGHT TO RESTRICT ADMISSION OF APPLICANTS FOR PERSONAL INTERVIEW: Lok Sabha Secretariat reserves the right to restrict the number of applicants for being called for Personal Interview.
(ix) The last date for receipt of applications is 28.11.2016. Candidates should clearly note that the Joint Recruitment Cell shall in no case be responsible for non-receipt of their applications or any delay in receipt thereof on any account whatsoever.
(x) All eligibility conditions will be reckoned as on 28.11.2016.
