Courses on Online Mode

1311. SHRI HARISH MEENA:

Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:

(a) the number of State and Private Universities from all over the country offering various undergraduate and postgraduate courses solely on online mode;

(b) whether there is any criteria that Universities need to take approval from Distance Education Council (DEC)/All India Council for Technical Education (AICTE)/University Grants Commission (UGC) to run such course solely through the online mode;

(c) if so, the details thereof;

(d) the action taken against such universities which are running such courses without prior approval;

(e) whether such degrees hold validly in applying for Government services in the country; and

(f) if so, the details thereof?

(a) to (c): The University Grants Commission (UGC) has informed that it has not granted approval to any university to offer any programme through online mode. The UGC lays down and regulates minimum standards for grant of postgraduate and undergraduate degrees. The UGC has constituted an Expert Committee to examine the issue of implementation of Massive Online Open Courses in credit framework of the higher education system in the country.

(d): The UGC has further informed that on 4th June, 2015 it has issued a Public Notice for the knowledge of stake holders and public at large that UGC has not accorded recognition to any university/ institution to offer programmes through online mode. 

(e) & (f): No, Madam. The UGC has not accorded recognition to any university/institution to offer programmes through the online mode.
