INVITES MALE CANDIDATES TO APPEAR IN RECRUITMENT RALLY FROM 19 JANUARY 2016 TO 21 JANUARY 2016 TO JOIN AS AIRMEN IN GROUP ‘X’ (EDUCATION INSTRUCTOR) TRADE AT 4 AIRMEN SELECTION CENTRE, BARRACKPORE (WEST BENGAL)


1. Indian Air Force offers opportunities for MALE INDIAN CITIZENS from the States of West Bengal, Odisha, Jharkhand and Sikkim to become airmen. The Recruitment Test for Group ‘X’ (Education Instructor) Trade will be held at 4 Airmen Selection Centre (near Palta gate), Air Force Station Barrackpore, 24 Paragnas (North), West Bengal from 19 January 2016 to 21 January 2016 as per the Selection Programme given below.

2. Selection Programme. The Recruitment Test will be conducted from 7 AM onwards as per the details given below. Candidates from the States of West Bengal, Odisha, Jharkhand and Sikkim reporting up to 10 AM on 19 January 2016 at the Rally Venue will only be permitted to appear in the Recruitment Test. 
(THE RECRUITMENT TEST IS NOT FOR SELECTION AS COMMISSIONED OFFICERS/PILOTS/NAVIGATORS).

3. Date of Birth Block.

(a) For Graduates. Should be born between 01 August 91 and 31 May 96 (both days inclusive).

(b) For Post-Graduates. Should be born between 01 August 88 and 31 May 96 (both days inclusive).

(c) Married candidates are eligible only if their age on the date of enrolment is above 22 years.

(d) In case, a candidate clears the Selection Procedure then the Upper age limit as on date of enrolment is 25 years and 28 years, for graduate and post graduate candidates respectively.

4. Educational Qualification

(a) Graduate in Arts or Commerce or Science with B.Ed Degree or Two years teaching experience in a Government recognized School/ College, with minimum 50% marks in aggregate in Graduation as well as B.Ed. OR

(b) Passed MA English (or) M.Sc in Mathematics or Physics or Computer Science (or) MCA with B.Ed Degree or Two years teaching experience in a Government recognized School/College.

Note -1: Boards recognized/affiliated by Council of Boards for School Education (COBSE) and Colleges/ Universities recognised by UGC will only be permitted.

Note -2: Exact aggregate % of marks before decimal as written in the marks sheet OR calculated as per the rules of concerned University will only be considered (For example 49.99% should be taken as 49% and not to be rounded off to 50%).

5. Domicile Requirement. To be eligible to appear in the rally at 4 Airmen Selection Centre (near palta gate), Air Force Station Barrackpore, 24 Paragnas (North) West Bengal, the candidates are required to satisfy the following conditions.

(a) The School / College / Institute from where candidates have passed the qualifying examination should be within the geographical / administrative limits of the of States of West Bengal or Odisha or Jharkhand or Sikkim. If the name of District is not mentioned with the name of Institution in the certificate / marks sheet of qualifying examination, the candidates are to produce ‘Domicile Certificate’ issued by DM or any official authorised by the State Governments of West Bengal /Jharkhand OR DM/SDM/Tehsildar or any official authorised by the State Government of Odisha / Sikkim.

(b) Permanent Domicile of States of West Bengal or Odisha or Jharkhand or Sikkim who have passed the qualifying examination from anywhere in India. However, such candidates have to produce the Domicile Certificate prior to commencement of examination from appropriate authority as given in sub-paragraph 5(a) above.

(c) Sons of Serving / Retired / Discharged / Deceased Air Force Personnel, irrespective of their domicile status may be permitted to appear in the rally subject to submission of Son of Air Force Personnel (SOAFP) Certificate as a proof in the following categories: -

(i) Father/Mother is presently serving in any Air Force Unit located in the States of West Bengal, Odisha, Jharkhand or Sikkim.

(ii) Ex-IAF personnel/families of deceased personnel who are residing in the States of West Bengal, Odisha, Jharkhand or Sikkim (on production of proof of minimum stay of one year along with Original and a photocopy of discharge book).

6. Medical Standards.

(a) General Medical Standards for Group ‘X’ (Education Instructor) Trade are as follows:-
  • (i) Height : Minimum height required is 152.5 cm.
  • (ii) Chest : Minimum range of expansion: 5 cm
  • (iii) Weight : Proportionate to height and age.
  • (iv) Corneal Surgery (PRK/LASIK) not acceptable.
  • (v) Hearing : Candidate should have normal hearing i.e. able to hear forced whisper from a distance of 6 meters with each ear separately.
  • (vi) Dental : Should have healthy gums, good set of teeth and minimum 14 dental points.
  • (vii) Health : Candidate should be of normal anatomy without loss of any appendages. He should be free from all communicable diseases and skin ailments. Candidate must be physically and mentally FIT to perform duty in any part of the world, in any climate and terrain.
  • (viii) Body Tattoo : Permanent body tattoos on inner face of the forearms (inside of elbow to the wrist), Back (dorsal) part of the hand/ reverse side of palm and Tribals with tattoos which are as per custom and traditions of their tribes only are permitted. However, right to decide on acceptability/ unacceptability of the individual rests with the Selection Centre. Candidates with permanent body tattoos are to submit a photograph of the tattoo with details of size and type of the Tattoo.
(b) Height, Leg Length, Visual Standards and Colour Vision for Group ‘X’ (Education Instructor) Trade are as follows: -

7. Candidates discharged from Indian Army/Indian Navy/any other Government Organisation are also eligible subject to their discharge with no adverse entries (Original discharge certificate to be produced at rally venue on the day of testing). Candidates discharged from Indian Air Force for any reason are not eligible to appear in rally.

8. Writing Materials and Documents Required. Candidates are to bring the following:-

(a) HB Pencil, Eraser, Sharpener, Gum tube, Stapler and Black/Blue Ball Point Pen for writing.

(b) Seven un-attested recent (taken not before January 2016) passport size colour photograph (front portrait in light background without head gear except for Sikhs). The photograph is to be taken with candidate holding a black slate in front of his chest with his Name and Date of Photograph taken, clearly written on it with white chalk in capital letters.

(c) Original and four self-attested photocopies of Matriculation Passing Certificate (required for Date of Birth verification).

(d) Original Passing Certificates and Mark sheets of all semesters of Graduation or Post-Graduation, along with four self-attested photocopies of each.

(e) Original B.Ed Degree Certificate or Two years teaching experience certificate from a Government recognised school/college, along with four self-attested photocopies of the same.

(f) Original and four self-attested photocopies of Domicile Certificate (or) Original and four self-attested photocopies of duly filled Son of Air Force personal (SOAFP) Certificate (format available on CASB AFNet website) for Sons of serving Air Force personnel (or) Original and four self-attested photocopies of PPO/ Discharge Book/ Service Certificate issued from AFRO/DAV for Sons of retired/deceased/discharged Air Force personnel (or) Original and four Self-attested photocopies of Discharge Certificate if applicable (as issued from Indian Army/Indian Navy/Government Organisation).

Note: Under any circumstances the candidates will not be permitted to appear in the Rally without Original Educational Marks Sheets/Passing Certificates mentioned above in paragraph 8 (c) to (f). However, candidates with photocopies of Educational Marks Sheets/Passing Certificates can be permitted to appear in the Rally only on production of a certificate from College/School Principal certifying that Educational Certificates/Marks sheets are deposited with College/School.

(g) Consent Form: (as per the format given below) Candidates are to bring the “Consent Form” to the Examination Venue and submit it before the Physical Fitness Test.

TERMS AND CONDITIONS

9. Tenure & Training. Enrolment is for an initial period of 20 years extendable upto the age of 57 years. Candidates of Group ‘X’ (Education Instructor) Trade will be enrolled in the rank of Sergeant (Under Training). Initially candidates will be sent for a Joint Basic Phase Training (JBPT) at Basic Training Institute, Belagavi (Karnataka). On successful completion of JBPT, candidates will be sent for trade training of specified durations. Training is however liable to be terminated at any time if the trainee fails to achieve the required standards in academics, profession, physical fitness and discipline or is found to be medically unfit. After successful completion of training, airmen of Group ‘X’ (Education Instructor) Trade will be deployed to run training programmes at instructional schools and to improve education level of Air Force personnel at Air Force Stations / Units.

10. Pay & Allowances. During training, a stipend of Rs. 11,400/- per month will be paid. On completion of training the starting gross emoluments at the minimum of scale of pay including Grade Pay, Military Service Pay (MSP), Group ‘X’ Pay and Dearness Allowance (DA) will be Rs. 33,000/- per month (approximately) which, in subsequent years, may rise up to Rs. 54,360/- per month (approximately).

Other allowances such as Transport allowance, Composite personal maintenance allowance (CPMA), Leave Ration allowance (LRA), Family planning allowance, HRA etc. are also admissible to airmen.

Note: The above pay & allowances are under revision.

11. Perquisites. Perks such as Ration, Clothing, Medical facilities, Accommodation, CSD (Canteen) facilities, Leave (60 days Annual and 30 days Casual in a Calendar year as a privilege), Education concession to children, Recreational facilities, Transport for school going children and Leave Travel Concession (LTC) are also provided as per the existing rules. Notwithstanding the above, Group Insurance of Rs. 25, 00,000/- at a premium of Rs. 1,630/- per month is covered for all airmen and facility of Group Housing Scheme is also extended. Other facilities by Air Force Wives Welfare Association (AFWWA) are also extended to the family of airmen.

12. Job Specification: As an Education Instructor you will run training programmes at instructional schools and improve education level of Air Force personnel.

Note: Airmen will also have to undertake any other tasks as assigned by superior authorities

SELECTION PROCEDURE

13. Verification of Eligibility. Original Certificates, Marks Sheets and other required applicable original/duly filled documents like NCC ‘A’, ‘B’ or ‘C’ certificate, Son of serving Air Force personnel (SOAFP) certificate (or) PPO, Discharge Book, Service Certificate issued from AFRO/DAV for Sons of retired/deceased/discharged Air Force personnel (or) Discharge Certificate (if discharged from Army/Navy/Government organisation), Consent Form duly signed and passport size colour photographs will be required and scrutinized/verified at the examination venue prior to commencement of Written Test to ascertain the eligibility in prima-facie. Detailed verification will be carried out later in respect of candidates who pass Written Test. Candidature of those who do not meet the laid down educational criteria is liable to be rejected during Initial verification of original certificates & mark sheets prior to conduct of written test and also during detailed verification on clearing the written test.

Note: The original Passing Certificates / Marks Sheets will not be retained by the Selection Centre. The same will be returned to the candidates on completion of detailed verification.

SEQUENCE OF EXAMINATION

14. Written Test. There will be two papers – an Objective type and a Descriptive type. The Objective type of paper would cover General English, General Awareness and Current Affairs. The Descriptive type of paper would aim to test the language comprehension and power of expression. Both of the question papers will be administered in one go with duration of 30 minutes and 45 minutes for Objective and Descriptive papers respectively.

CANDIDATES ARE TO QUALIFY IN EACH PAPER SEPARATELY. Results of the written test will be declared on the same day.

15. Adaptability Test-1 and Adaptability Test-2. All candidates who pass the Written Test will have to undertake Adaptability Test-1 and Adaptability Test-2 (including Assessment of Instructional Ability) as per policy in vogue.

16. Physical Fitness Test (PFT). All candidates who pass the Written Test and Adaptability Test-1 & Adaptability Test-2 are to undergo Physical Fitness Test (PFT) on the same or the next day. PFT consists of a 1.6 Km run to be completed within 8 minutes (upto 27 years of age) and 9 minutes (above 27 years of age). Candidates will also have to complete 20 squats, 10 push-ups and 10 sit-ups within the stipulated time to qualify in the Physical Fitness Test. Candidates are advised to bring their sports shoes and shorts.

17. Medical Examination. Medical Examination for candidates who qualify in the Written test, Adaptability Test-1 & Adaptability Test-2 and PFT will be conducted in the month of Jan 2016. Medical Examination will be conducted by Air Force Medical Team as per IAF medical standards and existing policy in vogue. Medical Examination would also include Baseline Investigation of: -

(a) Hb, TLC, DLC
(b) Blood Sugar Fasting/PP
(c) Urea, Uric Acid and Creatinine
(d) Serum bilirubin, SGOT, SGPT
(e) Serum Cholesterol
(f) X-Ray chest PA view (Plain)
(g) ECG (R)
Candidates declared Medically Unfit can avail the option for Appeal Medical Board (AMB) against their Unfitness by depositing Rs. 40/- in a Government Treasury/RBI/SBI through Military Receivable Order (MRO). The application for AMB along with original copy of MRO, photocopy of Unfitness Certificate and Postal Stamp worth Rs. 25/- affixed on a self-addressed envelope are to be submitted at MBC (Medical Board Centre), SMC, 6 Wing, Air Force Barrackpore, West Bengal within three working days from the date of issue of Medical Unfitness Certificate.

Note-1: Candidates should bring latest prescription (one month validity) and spectacles for corrected vision, if used. The prescription must bear the signature, stamp and registration number of eye specialist.

Note-2: Candidates are advised to get tartar & stains removed from their teeth before appearing for the medical examination. Ears should be free of wax. Candidates should be prepared to travel / stay for the medical test for four to five days under their own arrangement. No TA/DA will be admissible.

18.Publishing of AISL. The All India Select List (AISL) will be displayed at 4 Airmen Selection Centre (near palta gate), Air Force Station Barrackpore, 24 Paragnas (North) West Bengal – 743122 on 30 April 2016. Copies of the Display List will be sent to District Magistrate of Barrackpore, West Bengal (through Airmen Selection Centre) and will also be available at Central Airmen Selection Board website www.airmenselection.gov.in. The inclusion of names of the candidates in the AISL depends upon the performance of the candidates in the Rally. The inclusion of names of the candidates in the AISL depends upon the performance of the candidates in the Rally. Inclusion of name in the All India Select List (AISL) does not guarantee automatic enrolment. Enrolment is strictly in order of merit from the AISL subject to medical fitness, availability of vacancies, not exceeding the age of 25 years and 28 years (for graduate and post graduate candidates respectively) on date of enrolment and meeting laid down eligibility criteria as and when called for enrolment. The validity of AISL will be 12 months from the date of display and will be applicable only for Intake No. 02/2016
