Will the Minister of LABOUR AND EMPLOYMENT be pleased to state:

(a) the number of employment exchanges functioning in the country at present, State/UT-wise and District-wise;

(b) the details of the unemployed persons registered in the said exchanges during the last three years and the current year, State/UT-wise;

(c) the details of the jobs provided through the said exchanges in the country during the said period, State/UT-wise including the member of skilled/unskilled applicants separately;

(d) whether the current model of unemployment exchanges has failed to help the youths in finding jobs;

(e) if so, whether the Government has any proposal to modernize all employment exchanges in the country and if so, the details thereof along with funds allocated for the said purpose; and

(f) whether employment exchanges have provisions to place individuals in the private sector and if so, and if not, the measures taken/proposed to be taken by the Government in this regard?

(a): As per information received from the states, State-wise details of number of employment exchangers presently functioning are at Annex-I 

(b) & (c): State-wise details of number of job seekers, all of whom may not necessarily be unemployed, registered with employment exchanges during the year 2012, 2013 and 2014 and their placement effected through these employment exchanges in the country during the same period are at Annex-II.

(d) to (f): To make the employment exchange more efficient and technology driven, the Mission Mode Project for Employment Exchanges was appraised and approved in November-December, 2013 with an outlay of Rs.148.70 crore for the 12th Five Year Plan. The Project outlay has been upwardly appraised in November, 2014 for an outlay of Rs. 292.20 crore. The project envisages a National Portal (www.NCS.Gov.in), developing career content, capacity building and establishing 100 model career centers etc. during the 12th Five Year Plan. Based on guidelines and proposals received, 37 Model Career Centres have been approved during 2014-15. States have initiated work for these model career centers during 2015-16. The NCS project is being implemented as per schedule and availability of funds.
