Will the Minister of HUMAN RESOURCE DEVELOPMENT be pleased to state:

(a) whether the Government has fixed any target for student-teacher ratio as 30:1 in primary schools across the country including Rajasthan under the Right to Education and if so, the details thereof;

(b) whether the Government is aware of the fact that the said ratio has been decreased in the schools including kendriya vidyalayas in the country and if so, the details of action taken/proposed to be taken by the Government along with the allocation of funds and appointment of teachers, State/UT-wise;

(c) if not, the reasons therefor;

(d) whether any timeframe for providing basic amenities like separate toilets for boys and girls, drinking water, playgrounds, library, computers and internet in all the schools of Rajasthan including Jalaur-Sirohi districts has been fixed; and 

(e) if so, the details thereof?

(a): The Right of Children to Free and Compulsory Education (RTE) Act, 2009 provides norms and standards for student teacher ratio across the country including Rajasthan in its schedule as per which for classes I to V upto 60 students, 2 teachers are to be provided; between 61 to 90 students, 3 teachers are to be provided; between 91-to 120 students, 4 teachers are to be provided; between 121 to 200 students, 5 teachers to be provided; above 150 students, 5 teachers plus 1 Head teacher are to be provided and above 200 children, Pupil Teacher Ratio (excluding the Head teacher) should not exceed forty.

(b) & (c): As on date, there are 5165738 teacher posts sanctioned under State and Sarva Shiksha Abhiyan (SSA) out of which 4331746 teacher posts are filled up and 833992 teacher posts are vacant. As a whole, there are 35.61% of schools with adverse PTR and 9.73% of single teacher schools in the country. The Pupil Teacher Ratio (PTR) for all Schools is 26:1, for Government Schools it is 26:1 and for aided schools it is 23:1 in 2013-14. The State-wise details of teachers appointment and allocation of funds under SSA are at Annexure- I & Annexure- II, respectively. The State/UT Governments have been clearly instructed to ensure rationalization/redeployment of teachers to maintain the PTR norms and to have rural-urban balance in teacher recruitment. Under Kendriya Vidyalayas, the overall PTR as on 1.04.2015 is 26:1.

(d) & (e): Section 25 (1) of RTE Act, 2009 indicates that within six months from the date of commencement of the Act, the appropriate Government and the local authority shall ensure that the Pupil-Teacher Ratio (PTR), as specified in the Schedule, is maintained in each school. For all other basic amenities, schools were to meet the norms and standards laid down in the Act by March, 2015.

Under Swachh Vidhyalaya initiative which aimed to provide separate toilet blocks for girls and boys in each school, 4,17,796 toilets were added to 2,61,400 Government elementary and secondary schools during the period 15.8.2014 to 15.8.2015 including construction of 12,083 toilets in 6,666 schools in the State of Rajasthan.
