INVITES MALE CANDIDATES TO APPEAR IN RECRUITMENT RALLY FROM 09 JUNE 2016 TO 13 JUNE 2016 TO JOIN AS AIRMEN IN GROUP ‘Y’ (NON-TECHNICAL) MUSICIAN TRADE ONLY AT 11 AIRMEN SELECTION CENTRE, VIP CHOWK, BORJHAR, GUWAHATI (ASSAM) FOR INTAKE 01/2017
1. Indian Air Force offers opportunities for MALE INDIAN CITIZENS (Married candidates above 22 years of age on the date of Enrolment in Indian Air Force are also eligible) from the States of Assam, Arunachal Pradesh, Meghalaya, Nagaland, Mizoram, Tripura, West Bengal, Sikkim and Manipur to join as Airmen. The Recruitment Test for Group ‘Y’ (Non-Technical) Musician Trade only will be held at 11 Airmen Selection Centre, VIP Chowk, Borjhar, Guwahati (Assam) from 09 June 2016 to 13 June 2016 as per the Selection Programme given below.
2. The Recruitment Test will be conducted from 7 AM onwards as per the details given below. Candidates fulfilling the domicile requirements and eligibility conditions should report at Selection Centre before 6 AM as per the details specified in the table.
Note: The Recruitment Test is not for selection as Commissioned Officers/ Pilots/Navigators.

ELIGIBILITY CONDITIONS
3. Date of Birth Block.
- (a) Candidates born between 08 January 1992 to 28 December 1999 (both days inclusive) are eligible to appear in the Recruitment Rally.
- (b) Married candidates are eligible only if their age on the date of enrolment is above 22 years.
- (c) In case, a candidate clears the Selection Procedure then the upper age limit as on date of enrolment is 25 years.
4. Educational Qualification. Passed Matriculation /10th class or equivalent with minimum pass marks from any COBSE recognized Board and should be proficient in playing atleast one of the following musical instruments.
(a) Piccolo/Bamboo Flute (b) Saxophone (c) Clarinet (d) Trumpet (e) Euphonium (f) Trombone (g) Guitar (h) Violin (j) Octa Pad (k) Tabla/Dholak (l) Key board / Piano.
Note : Boards recognized/affiliated by Council of Boards for School Education (COBSE) will only be permitted.
5. Domicile Requirement. To be eligible to appear in the rally at 11 Airmen Selection Centre, VIP Chowk, Borjhar, Guwahati (Assam), the candidates are required to satisfy the following conditions:
(a) The School from where candidates have passed the qualifying examination should be within the geographical / administrative limits of States of Assam, Arunachal Pradesh, Meghalaya, Nagaland, Mizoram, Tripura, West Bengal, Sikkim or Manipur. If the name of District/State is not mentioned with the name of Institution in the certificate / marks sheet of qualifying examination, the candidates are to produce ‘Domicile Certificate’ issued by the respective State Government authorities as mentioned below :
- (i) For Candidates from States of Assam, Arunachal Pradesh, Meghalaya, Nagaland, Mizoram, Tripura or Manipur. SDM/DM/Executive Magistrate or any official authorised by the respective State Governments.
- (ii) For Candidates from State of West Bengal. DM or any official authorised by the State Government of West Bengal.
- (iii) For Candidates from State of Sikkim. Tehsildar/SDM/DM or any official authorised by the State Government of Sikkim.
(b) Permanent Domicile of States of Assam, Arunachal Pradesh, Meghalaya, Nagaland, Mizoram, Tripura, West Bengal, Sikkim or Manipur who have passed the qualifying examination from anywhere in India are to produce the Domicile Certificate prior to commencement of examination from appropriate authority as given in sub-paragraph 5(a) above.
(c) Sons of Serving / Retired / Discharged / Deceased Air Force Personnel, irrespective of their domicile status are permitted to appear in the rally subject to submission of Son of serving Air Force personnel (SOAFP) certificate (format available on AFNET CASB webpage) (or) PPO, Discharge Book, Service Certificate issued from AFRO/DAV for Sons of retired/deceased/discharged Air Force personnel, in the following categories: -
- (i) Father/Mother is presently serving in any Air Force Unit located in the States of Assam, Arunachal Pradesh, Meghalaya, Nagaland, Mizoram, Tripura, West Bengal, Sikkim or Manipur.
- (ii) Ex-IAF personnel/families of deceased personnel who are residing in the States of Assam, Arunachal Pradesh, Meghalaya, Nagaland, Mizoram, Tripura, West Bengal, Sikkim or Manipur (on production of proof of minimum stay of one year along with Original and a photocopy of Discharge Book, Service Certificate issued from AFRO/DAV for wards of retired / deceased / discharged Air Force personnel).
6. Medical Standards.
(a) General Medical Standards are as follows: -
- (i) Chest : Minimum range of expansion: 5 cm.
- (ii) Weight : Proportionate to height and age.
- (iii) Corneal Surgery (PRK/LASIK) not acceptable.
- (iv) Hearing : Candidate should have normal hearing i.e. able to hear forced whisper from a distance of 6 meters with each ear separately.
- (v) Dental: Should have healthy gums, good set of teeth and minimum 14 dental points.
- (vi) Health: Candidate should be of normal anatomy without loss of any appendages. He should be free from all communicable diseases and skin ailments. Candidate must be physically and mentally FIT to perform duty in any part of the world, in any climate and terrain.
- (vii) Body Tattoo: Permanent body tattoos only on inner face of the fore arms (inside of elbow to the wrist), Back (dorsal) part of the hand/reverse side of palm and Tribals with tattoos which are as per custom and traditions of their tribes only are permitted. However, right to decide on acceptability/ unacceptability of the individual rests with the Selection Centre. Candidates with permanent body tattoos are to submit a photograph of the tattoo with details of size and type of the Tattoo.

7. Candidates discharged from Indian Army/Indian Navy/Any other Government Organisation are also eligible subject to their discharge with NO ADVERSE ENTRIES (Original Discharge Certificate to be produced at the rally venue on the day of testing). Candidates discharged from Indian Air Force for any reason are not eligible to appear in the rally.
8. Writing Materials, Documents and Musical Instruments Required. Candidates are to bring the following:-
(a) HB Pencil, Eraser, Sharpener, Gum tube, Stapler and Black/Blue Ball Point Pen for writing. (b) Seven un-attested recent (taken not before May 2016) passport size colour photograph (front portrait in light background without head gear except for Sikhs). The photograph is to be taken with candidate holding a black slate in front of his chest with his Name and Date of Photograph taken, clearly written on it with white chalk in capital letters. (c) Original and four self-attested photocopies of Matriculation Passing Certificate. (d)Original and four self-attested photocopies of Domicile Certificate (or) Original and four self-attested photocopies of duly filled Son of Air Force personnel (SOAFP) Certificate (format available on CASB AFNET website) for Sons of serving Air Force personnel (or) Original and four self-attested photocopies of PPO/ Discharge Book/ Service Certificate issued from AFRO/DAV for Sons of retired/deceased/discharged Air Force personnel (or) Original and four Self-attested photocopies of Discharge Certificate if applicable (as issued from Indian Army/Indian Navy/Government Organisation). (e) Diploma/Proficiency/Experience Certificate if any in the field of Music. (f) NCC ‘A’, ‘B’ or ‘C’ Certificate (if applicable). (g) Candidates are to bring their own Musical Instrument for practical test, from the list mentioned in para 4 above.
Note. Under any circumstances the candidates will not be permitted to appear in the Rally without Original Educational Marks Sheets/Passing Certificates & Documents mentioned above in paragraph 8 (c) to (g). However, candidates with photocopies of Educational Marks Sheets/Passing Certificates can be permitted to appear in the Rally only on production of a certificate from College/School Principal certifying that Educational Certificates/Marks sheets are deposited with College/School.
(g) Consent Form. (as per the format given below) Candidates are to bring the “Consent Form’ to the Examination Venue and submit it before the Physical Fitness Test. Candidates below 18 years of age are to get the Consent form filled and signed by their parent/guardian. The candidates of 18 years of age and above can sign the consent form themselves.

TERMS AND CONDITIONS
9. Tenure & Training. Enrolment is for an initial period of 20 years extendable up to the age of 57 years (subject to service conditions). Initially candidates will be sent for a Joint Basic Phase Training (JBPT) at Basic Training Institute, Belagavi (Karnataka). On successful completion of JBPT, candidates will be sent for trade training of specified duration. Training is however liable to be terminated at any time if the trainee fails to achieve the required standards in academics, profession, physical fitness and discipline or is found to be medically unfit. Married candidates will not be provided with married accommodation and other allied privileges during Training.
10. Pay & Allowances. During training, a stipend of Rs. 11,400/- per month will be paid. On completion of training the starting gross emoluments at the minimum of scale of pay including Grade Pay, Military Service Pay (MSP), and Dearness Allowance (DA) will be Rs. 20,000/- per month
(approximately) which, in subsequent years, may rise as per the career progression of the individual.
11. Other allowances such as Transport allowance, Composite personal maintenance allowance (CPMA), Leave Ration allowance (LRA), Children Education Allowance, Family planning allowance, HRA etc. are also admissible to airmen.
Note. The above pay & allowances are under revision.
12. Perks. Perks such as Ration, Clothing, Medical facilities, Accommodation, CSD(Canteen) facilities, Leave (60 days Annual and 30 days Casual in a Calendar year as a privilege), Recreational facilities, Transport for school going children and Leave Travel Concession (LTC) are also
provided as per the existing rules. Group Insurance Cover of Rs. 25, 00,000/- at a premium of Rs. 1,630/- per month for all airmen and facility of Group Housing Scheme are also extended. Other facilities by Air Force Wives Welfare Association (AFWWA) are also extended to the families of airmen.
13. Job Specification. As a musician you will become a part of the Air Force Band. If you join the Air Force as a musician you will be trained to play different musical instruments.
Note: Airmen will also have to undertake any other tasks as assigned by superior authorities.
SELECTION PROCEDURE
14. Verification of Eligibility. Original Certificates, Marks Sheets and other required applicable original documents like NCC ‘A’, ‘B’ or ‘C’ certificate, Son of serving Air Force personnel (SOAFP) certificate (or) PPO, Discharge Book, Service Certificate issued from AFRO/DAV for Sons of retired/deceased/discharged Air Force personnel (or) Discharge Certificate (if discharged from Army/Navy/Government organisation), Consent Form, signed by parents if candidate below 18 years of age, and passport size colour photographs will be required and scrutinized/verified at the examination venue prior to commencement of Written Test to ascertain the eligibility prima-facie. Detailed verification will be carried out later in respect of candidates who pass Written Test. Candidature of those who do not meet the laid down educational criteria will be rejected during Initial verification of original certificates & mark sheets prior to conduct of written test and also during detailed verification on clearing the written test.
Note: The original Passing Certificates / Marks Sheets will not be retained by the Selection Centre. The same will be returned to the candidates on completion of detailed verification.
SEQUENCE OF EXAMINATION
15. Proficiency Test in Playing Musical Instruments. Candidates will have to undergo Proficiency Test in playing musical instruments which will be conducted individually or with group of instruments.
16. English Written Test. Candidates who qualify Proficiency Test in playing musical instruments will be subject to English Written Test.
17. Adaptability Test-1. All candidates who pass English Written Test will have to undertake Adaptability Test-1 which is to assess suitability of a candidate for employment in the IAF which involves deployment in varied geographic terrain, weather and operational conditions.
18. Physical Fitness Test (PFT). All candidates who pass Adaptability Test-1 are to undergo Physical Fitness Test (PFT) on the same or the next day. PFT consists of a 1.6 Km run to be completed within 7 minutes and 30 seconds. Candidates will also have to complete 20 squats followed by 10 push-ups and 10 sit-ups within the stipulated time to qualify in the Physical Fitness Test.
Note: Candidates are advised to bring their sports shoes and shorts.
19. Adaptability Test-2. All candidates who pass PFT will have to undertake Adaptability Test-2 as per policy in vogue.
20. Medical Examination. Candidates who qualify Adaptability Test-2 will be medically examined in the month of July 2016. Medical Examination will be conducted by Air Force Medical Team as per IAF medical standards and existing policy in vogue. Medical Examination would also include Baseline Investigation of:-
(a) Hb, TLC, DLC (d) Serum bilirubin, SGOT, SGPT (g) ECG (R)
(b) Blood Sugar Fasting/PP (e) Serum Cholesterol
(c) Urea, Uric Acid and Creatinine (f) X-Ray chest PA view (Plain)
Candidates declared Medically Unfit can avail the option for Appeal Medical Board (AMB) against their Unfitness by depositing Rs. 40/- in a Government Treasury/RBI/SBI through Military Receivable Order (MRO). The application for AMB along with original copy of MRO, photocopy of Unfitness Certificate and Postal Stamp worth Rs. 25/- affixed on a self-addressed envelope are to be submitted at MBC (Medical Board Centre), SMC Air Force Station Tezpur, Assam within three working days from the date of issue of Medical Unfitness Certificate.
Note 1. Candidates should bring latest prescription (one month validity) and spectacles for corrected vision, if used. The prescription must bear the signature, stamp and registration number of eye specialist.
Note 2. Candidates are advised to get tartar & stains removed from their teeth before appearing for the medical examination. Ears should be free of wax. Candidates should be prepared to travel / stay for the medical test for four to five days under their own arrangement. No TA/DA will be admissible.
21. Publishing of AISL. The All India Select List (AISL) will be displayed at 11 Airmen Selection Centre, VIP Chowk, Borjhar, Guwahati – 781015 (Assam) on 31 October 2016. The List will also be available at Central Airmen Selection Board website www.airmenselection.gov.in. The inclusion of names of the candidates in the AISL depends upon the performance of the candidates in the Rally. Inclusion of name in the All India Select List (AISL) does not guarantee automatic enrolment. Enrolment is strictly in order of merit from the AISL subject to medical fitness, availability of vacancies, not exceeding the age of 25 years on date of enrolment and meeting other laid down eligibility criteria as and when called for enrolment. The validity of AISL will be 12 months from the date of display and will be applicable only for Intake No. 01/2017.
