Aerospace and Aviation Sector Skill Council (AASSC) has identified 70 job roles for development and formulation of National Occupational Standards

(a) & (b): ICRA Management Consultancy Ltd. (iMaCS), an agency hired by Ministry of Civil Aviation to undertake a comprehensive skill gap analysis of the Civil Aviation sector and to formulate a future road map for Skill Development in the sector, submitted its final report on 15.03.2016. As per the said report, there is a requirement of about one (01) million personnel directly in the Civil Aviation Sector by 2035.
(c): The main objective of conducting the study was to thoroughly review and assess the skill needs in different segments/sub-segments of the Civil Aviation sector in the present and future. Accordingly, the study was conducted to gauge competence skills across various segments of civil aviation sector, gaps in it, road map for skill development in the sector etc.
(d) & (e): The Ministry has taken the following steps with respect to skill development and training in civil aviation sector:
1) A Memorandum of Understanding (MoU) was signed between Ministry of Civil Aviation and Ministry of Skill Development and Entrepreneurship (MSDE) on 20.11.2016 to establish a framework of collaboration on skill development, including the setting up of Skill Development Centers, Trade Facilitation Centers and Centers of Excellence.
2) A Steering Committee headed by Secretary (Civil Aviation) has been set up for better coordination and implementation of skill development in Civil Aviation sector.
3) Indian Aviation Academy (IAA) has been appointed as a nodal institute for assisting the Steering Committee.
4) A tripartite Memorandum of Agreement (MoU) was signed by Airports Authority of India (AAI) with National Skill Development Fund (NSDF) and National Skill Development Corporation (NSDC) on 8th June 2016 for “Setting up of Skill Development Centre and Skilling Youth”.
5) Ministry of Civil Aviation has taken an initiative to launch the Basic Cargo Awareness Programme (BCAP) for entry level staff of Air Cargo Industry. Sessions are being held all over India by Cargo Service Centre, Celebi Cargo, Delhi International Airport, Mumbai International Airport, Bangalore International Airport, Airports Authority of India (AAI), etc. Till date, more than 1000 participants have been trained.
6) Aerospace and Aviation Sector Skill Council (AASSC) has identified 70 job roles for development and formulation of National Occupational Standards (NOS) and Qualification Packs (QPs).
7) In order to implement the amendments to the Apprentices Act, 1961, action plans have been formulated by Airports Authority of India (AAI), Pawan Hans Helicopters Limited (PHHL) and Air India (AI) to ensure the engagement of apprentices to the maximum of 10% of the total strength in all Central Public Sector Undertakings (CPSUs).
