Will the Minister of
LABOUR AND EMPLOYMENT be pleased to state:-
(a) the details and salient features of the National Career Service (NCS) Scheme and Model Career Centre (MCC) Scheme;
(b) whether the Government has received proposals from various State Governments for setting up Model Career Centres in their respective States;

(c) if so, the details thereof and the action taken by the Government thereon along with the funds allocated and utilised for the purpose during each of the last three years and the current year, State/UT wise;
(d) the manner and extent to which NCS and MCC have benefitted the job seekers in the country; and
(e) whether the Government has organised job fairs or employment programmes through NCS or MCC during the said period and if so, the details thereof, State/ UT-wise?

STATEMENT REFERRED TO IN REPLY TO LOK SABHA STARRED QUESTION NO. *55 DUE FOR REPLY ON 06.02.2017 BY SHRI RAHUL SHEWALE AND DR. SATYAPAL SINGH M.P. REGARDING “NCS AND MCC SCHEMES FOR EMPLOYMENT”
(a) to (c): The Ministry is implementing the National Career Service (NCS) Project, as a Plan Scheme for transformation of the National Employment Service to provide a variety of employment related services online like job matching, career counseling, vocational guidance, information on skill development courses, etc. at (www.ncs.gov.in) accessible from multiple delivery channels. Under the NCS Project, 100 Model Career Centres (MCCs) are being established in collaboration of State Government in selected employment exchanges and institutions of repute, where part funding of upto Rs 50 lakhs is provided by the central government based on proposals received and scheme guidelines.
The Government has considered the proposals submitted by the states and institutions for financial assistance for setting up of Model Career Centres. The funds approved for release to the states and institutions based on the proposals received and scheme guidelines for establishing the 100 Model Career Centres is at Annex I.
(d) to (e): The National Career Service provides a national platform where job seekers can register, search employment opportunities and apply for jobs posted by employers. The NCS has also partnered with leading job portals, placement agencies and institutions to enhance the reach of employment service to youth. The State Governments also conduct counseling session and organize job fairs both directly and through the NCS. As per the reports received, the state-wise details (provisional) of job fairs conducted during 2016 is at Annex II.
